Summary: 
This panel will explore the deference given to administrative agencies by the Federal Circuit since the Supreme Court’s decision in Kisor v. Wilkie and the effect that the Circuit’s application of deference and standards of review has on decisions by agencies.  The panelists will also compare and contrast the Federal Circuit’s approach to deference with that of other Circuits.
